4.0 When an LIR is Closed by AFRINIC

AFRINIC may decide to close a member that stops paying its bills and/or cannot be contacted by AFRINIC for a significant period of time. Furthermore, if a member consistently violates the policies established by the Internet Assigned Numbers Authority (IANA) or the community at large, in spite of multiple warnings, such a member may be closed.
