1.0 Summary of the problem being addressed by this proposal
The Policy Development Working Group (PDWG) states that the chairs may request AFRINIC to provide an analysis. However, this is key for both the community and specially for the authors to understand issues from their proposals, and previous attempts to get them from the staff within a reasonable time frame, even with staff commitment in the RPD List, have failed.
There have been several policy proposals that after 6 months, even for new versions (not just new policy proposals), it has not been provided.
2.0 Summary of how this proposal addresses the problem
This proposal resolves the issue giving a strict deadline for such impact analysis, as part of the PDP and allowing the staff to justify delays on such activity, while still providing a draft version.
3.0 Proposal
Amending 3.4.1 of the CPM, as follows:

The author(s) shall make the necessary changes to the draft policy according to the feedback received. 3.4.1 Draft Policy Proposal (DPP) ... A DPP shall be available for review for at least four weeks before the next PPM. The author(s) shall make the necessary changes to the draft policy according to the feedback received. Every DPP must have an Impact Analysis Report (IAR), which provides the community and proposal author(s) a neutral view from the AFRINIC perspective about any possible aspects of the DPP, including and not limited to:
AFRINIC will provide an IAR for any new DPP in a maximum of 4 weeks after the DPP publication date. For new versions of an existing DPP, an update will be provided in a maximum of 2 weeks. In special cases, including major reviews of a DPP or a very complex one, the IAR may take longer. In that case, AFRINIC must provide a clear justification explaining the reasons for the delay, together with, at least, a draft version of the IAR, maximum 5 weeks after the DPP publication date. However, in case those 5 weeks run into a PPM, the draft IAR must be available as latest as 10 days before the next PPM. The only acceptable exception is a new version of a DPP submitted within two weeks before a PPM.
