AFRINIC is recruiting a Chief Operations Officer (COO)



This role will have the overall strategic and operational responsibility for AFRINIC’s activities and will manage Heads of Departments and Managers. S/he will provide leadership to the strategic planning process and will implement new strategic initiatives in line with AFRINIC’s vision and mission.



1) Job Background


(A) Job Summary

This role will have the overall strategic and operational responsibility for AFRINIC’s activities and will manage Heads of Departments and Managers. S/he will provide leadership to the strategic planning process and will implement new strategic initiatives in line with AFRINIC’s vision and mission.

In addition, the Chief Operations Officer will provide coordination for the senior management team, serve as the liaison to AFRINIC’s partners, and work with AFRINIC’s executive committee as required to keep them abreast of the organisation’s performances and challenges. The Chief Operations Officer will work with the CEO and departments’ Heads in developing, implementing, and managing the organisation’s annual budget and related activities.

The role will have to advise the CEO as required on various operational aspects, including the promotion and maintenance of organisational development and human resources, conducive to high staff engagement.

(B) Qualifications/ Work Experience

  • Minimum 10 years of leadership experience, with proven management and business skills
  • Formal technical/business qualification
  • Excellence in organisational management with the ability to coach senior-level staff to manage and develop and implement program strategies
  • Deep understanding of the customer service requirements of technical teams
  • Superior project management skills
  • Good knowledge of current methodologies/tools/applications within the IT industry, while keeping abreast of new technologies and innovative ideas
  • Superior interpersonal skills and a mature leadership style
  • Ability to represent the organisation as a spokesperson
  • Extensive knowledge of Internet Technology, industry trends and developments
  • Previous experience working in a multicultural environment
  • Willingness and availability to undertake occasional overseas travel


2) Reporting Structure

While reporting to the Chief Executive Officer, the COO will manage a diverse team and will oversee the operational functions of the company.

The position will be required to relocate to Mauritius.


3) Key Responsibilities


Strategic Plan Implementation
  • Sets clear goals and objectives for the operations of the organisation to meet organisational objectives, goals and projections. Monitors the departmental achievement of those goals.
  • Collaborate closely with the Chief Executive Officer and produce reports on organisational operations.
  • Provides leadership and input for all strategic plan implementation processes throughout the organisation.
  • Coaches Head of departments and Managers as they implement the strategic plan and operations.
  • Develops and implements a system for tracking and reporting on the progress of the strategic plan implementation.
  • Ensures alignment of individual and departmental work priorities to the organisation’s strategic plans.
  • Identifies external opportunities and threats and leverage the organisation’s assets to take advantage of new opportunities and/or to address external challenges and risks.
  • Oversee daily operations of the organisation and the work of Head of Departments and Managers.
  • Forecasts and plans for AFRINIC resources, service capacity and capabilities, in relation to projected stakeholder requirements and equipment/software purchases in relation to projected user requirements.
  • Coordinates activities, establish deadlines and determines priorities, to increase efficiency and to ensure smooth operation at all times.
  • Maintains awareness of internal and external developments, including but not limited to new legislation, which can affect the services offered by the various departments.
Operational Leadership
  • Develops and cascades the organisation’s strategy/mission to all staff, and implements appropriate rewards/recognition and coaching/corrective practices to align staff with the organisation’s goals.
  • Prioritises operation plans based on customer, employee, and organisational requirements.
  • Maintains and monitors staffing levels, goal setting, expectations and motivation to fulfil organizational requirements.
  • Drives performance measurements, using systems and tools to effectively monitor KPIs and OKRs across the organisation.
  • Creates a team environment which is conducive to high performance by ensuring all employees understand and actively contribute to the achievement of the team’s key objectives and takes responsibility for team performance.
  • Creates a team environment which is conducive to high employee engagement.
  • Inspires, coaches and develops team members into more productive and effective employees with the relevant professional expertise.
  • Evaluates individual employees’ performance promptly and diligently within the framework of AFRINIC’s performance management policies and procedures.
  • Is conscientious about making fair and consistent decisions, ensuring that decisions are not influenced by personal relationships, favouritism or other subjective factors.
  • Leads by example by modelling expected behaviour; takes charge of difficult situations, embraces and initiates change, promptly investigates and reports on deviations, exceptions or incidents and escalates where relevant.
  • Demonstrates superior problem-solving, decision-making, and communication skills.
  • Provides effective and inspiring leadership by being actively involved in all programs and services, developing a broad and deep knowledge of all programs.
  • Leads, coaches, develops and retains AFRINIC’s senior management team with an emphasis on developing capacity in strategic analysis and planning and program budgeting.
  • Prepares and submits an annual operational plan, manages effectively within the approved budget, and reports accurately on progress made and challenges encountered.
  • Ensures the continued financial viability of AFRINIC through prudent revenue and expenses planning and control.
  • Manages and cultivates existing relationships with partners to secure and expand relationships and revenue streams.
  • Publicly represents AFRINIC with the media and external constituency groups including community, governmental, and private organisations and builds support for AFRINIC’s mission.
  • Ensures the consistent implementation of policies and procedures for quality (including ISO 9001) and effectiveness, workplace health and safety, and human resources.
  • Strives for operational excellence by prudently managing budgets and expenditure, actioning authorisations in a timely manner and with due attention to detail.
  • Serve as the link between Operational Management and CEO by handling questions, interpreting and administering contracts and helping resolve work-related problems.
General Responsibilities
  • Prepare and submit an annual budget, manage effectively and report accurately on progress made and challenges encountered.
  • Ensure that all processes are clearly documented as per ISO 9001 standards
  • Perform other duties as required and assigned by the CEO
